In 1832 Congress authorized the President to appoint a commissioner who, under the direction of the Secretary of War, should have general superintendence of all Indian affairs. These affairs had formerly been managed by War Department clerks. Since 1849 this commissioner has been under the direction of the Secretary of the Interior.
