(1751-1835), was prominent in the negotiations for peace between England and the United States in 1783. He was not officially connected with the transaction, but as a friend of Franklin and Lord Shelburne. He was a member of Parliament from 1792 to 1796. He came to America in 1796. He accumulated a large library and wrote many political articles.
