An English historian; born Feb. 6, 1839. He has held several government positions, and has also devoted himself to history. Among his books are: his greatest work, "A History of England from the Conclusion of the Great War in 1815" (1878-86); "The Electorate and the Legislature" (1881); "Life of Lord John Russell" (1889); and "The Land of Home Rule" (1893.) D. 1907.
