born in 1825, served during the Mexican War. He commanded a regiment in the Civil War. He represented Illinois in the U.S. Congress as a Democrat from 1863 to 1865 and from 1873 to 1887, and was chairman of the Ways and Means Committee from 1873 to 1875. He has been a member of the Interstate Commerce Commission from its origin in 1887 to the present time (1894).
